On August 1, the Guizhou Provincial Department of Industry and Information Technology issued a notice on the "Administrative Measures for the Cultivation of Advanced Manufacturing Clusters in Guizhou Province (Trial)".

The document outlines the key cultivation directions for advanced manufacturing clusters in Guizhou Province, with the energy sector including:

1. New energy battery materials sector. Focusing on the R&D and production of NEVs, new energy batteries, and battery materials.

2. Advanced equipment manufacturing sector. Focusing on aerospace, construction machinery, coal mining machinery, agricultural machinery, power equipment, intelligent and specialty equipment, etc.

3. New energy sector. Focusing on PV equipment, wind power equipment, ESS equipment, hydrogen energy equipment, etc.

It is required that provincial advanced manufacturing clusters applying for recognition should have a relatively high level of green development. The energy structure within the clusters should be reasonable, with significant achievements in industrial energy conservation and carbon reduction. Resource comprehensive utilization efficiency should be relatively high, with technological breakthroughs pursued in reducing emissions and recycling large-scale industrial solid waste. A relatively complete green manufacturing system should be established, with a number of national and provincial green factories, green industrial parks, and green supply chain management enterprises.

Administrative Measures for the Cultivation of Advanced Manufacturing Clusters in Guizhou Province (Trial)

Chapter I General Provisions

Article 1 In order to implement the decision-making arrangements of the Third Plenary Session of the 20th CPC Central Committee on cultivating and expanding advanced manufacturing clusters, thoroughly implement the work requirements of the State Council on accelerating the development of advanced manufacturing clusters, comprehensively implement the work arrangements of the provincial party committee and provincial government on promoting new industrialization, cultivate and create a number of industrial clusters with distinct characteristics, complete chains, strong competitiveness, and influence, and promote the high-quality development of new industrialization across the province, these measures are formulated.

Article 2 The advanced manufacturing clusters in Guizhou Province (hereinafter referred to as provincial advanced manufacturing clusters) mentioned in these measures refer to the industrial organizational forms formed through collaborative innovation and cooperative symbiosis by closely related enterprises, scientific research institutes, and cluster development promotion organizations on the manufacturing industry chain within our province, focusing on the integrated, clustered, and ecological development of key industries, achieving the mutual integration of the industry chain, supply chain, innovation chain, talent chain, and policy chain, and possessing strong influence and competitiveness.

Article 3 The Provincial Department of Industry and Information Technology is responsible for the selection, recognition, and cultivation management of provincial advanced manufacturing clusters. The industrial and information technology authorities of each city (prefecture) and the Gui'an New Area are responsible for organizing applications, conducting preliminary reviews, making recommendations, and cultivating and managing advanced manufacturing clusters within their respective regions.

Article 4 The recognition of provincial advanced manufacturing clusters adheres to the principle of voluntary application, with the application entities being the development promotion organizations of various industrial clusters. For industrial clusters with particularly close connections, joint applications across administrative regions are allowed.

Cluster development promotion organizations refer to third-party legal entities established within specific advanced manufacturing clusters through government guidance, initiated by leading enterprises, social organizations, and research institutions within the clusters. These organizations are responsible for the cultivation, construction, and application work of the clusters.

Chapter II Cultivation Directions

Article 5 In line with the decisions and deployments of the provincial party committee and government, such as the "Six Major Industrial Bases," "Intensive Exploitation of Rich Mines," and the construction of a modern industrial system, focusing on key areas such as intensive resource processing, new energy battery materials, advanced equipment manufacturing, Maotai-flavor liquor, big data electronic information, new energy, as well as characteristic and advantageous areas like textiles and clothing, ecological food, and healthy medicine, the key cultivation directions of provincial advanced manufacturing clusters are as follows:

(1) Intensive resource processing. Prioritizing directions such as metal and non-metal mine development, phosphorus chemical industry, coal chemical industry, aluminum and aluminum processing, manganese and manganese processing, fluorine and barium chemical industry, decorative stone, titanium and titanium processing, etc.

(2) New energy battery materials. Prioritizing directions such as new energy vehicles, new energy batteries, and materials R&D and production.

(3) Advanced equipment manufacturing. Prioritizing directions such as aerospace, engineering machinery, coal mining machinery, agricultural machinery, power equipment, intelligent and characteristic equipment, etc.

(4) Maotai-flavor liquor. Prioritizing directions such as liquor production and related industries.

(5) Big data electronic information. Prioritizing directions such as electronic components, intelligent terminals, new-type displays, computing power equipment, and other electronic information manufacturing industries.

(6) New energy. Prioritizing directions such as PV equipment, wind power equipment, energy storage equipment, hydrogen energy equipment, etc.

(7) Textiles and clothing. Prioritizing directions such as chemical and natural fibers, spinning and weaving, printing and dyeing, finished product processing, industrial textiles, and supporting industries.

(8) Ecological food. Prioritizing directions such as agricultural and sideline food processing, food manufacturing, beverages, and refined tea.

(9) Healthy medicine. Prioritizing directions such as traditional Chinese medicine and ethnic medicine, chemical medicine, biological medicine, and medical device production.

Chapter Three Application Conditions

Article 6 The application for the advanced manufacturing cluster of the province shall meet the following basic conditions simultaneously:

(i) Possess strong overall strength. The scale, market share, technical level, and collaborative support of the leading industries are highly competitive within the country and the province. In line with the work deployment of the provincial Party committee and government, and focusing on the cluster's "strengthening strengths" and "addressing weaknesses," a number of key projects with strong driving force have been promoted. These projects play a significant supporting and driving role in the development of the province's industries and possess strong competitiveness and influence among domestic peers.

(ii) Have a relatively complete industrial ecosystem. Relying on national or provincial key development zones, the spatial layout is relatively concentrated, with scientifically reasonable functional positioning. There is close collaboration along the industry chain, and the supporting capacity at critical links is strong, promoting the optimization and upgrading of surrounding regional industries. It boasts leading enterprises with strong comprehensive strength and industrial driving power, as well as a batch of innovative small and medium-sized enterprises, specialized, refined, unique, and new-type (SRUN) SMEs, and SRUN "giant" enterprises, forming scale and agglomeration effects.

(iii) Demonstrate strong technological innovation capabilities. The technology and equipment, as well as the technological innovation capability of the leading enterprises, are at the forefront of the industry. They participate in the formulation of national, local, and industry standards, and the collaborative innovation between industry, academia, and research, as well as the commercialization of scientific and technological achievements, are highly effective. The average R&D investment intensity of enterprises within the cluster is high, and it has a number of technological innovation carriers, technology-based small and medium-sized enterprises, and high-tech enterprises.

(iv) Achieve a high level of digital development. The cluster's digital transformation is significantly effective, with a high level of integration of informatization and industrialization, a high rate of digital R&D design tool adoption by large-scale industrial enterprises, and a high rate of key process numerical control. It possesses digital navigation enterprises with strong technical capabilities, excellent business models, innovative management concepts, and high-quality and efficient operations.

(v) Attain a high level of green development. The energy structure within the cluster is reasonable, and there are notable achievements in industrial energy conservation and carbon reduction. The efficiency of comprehensive resource utilization is high, and efforts are made to reduce emissions and promote the resource utilization of bulk industrial solid waste. A relatively complete green manufacturing system has been established, including a number of national and provincial green factories, green industrial parks, and green supply chain management enterprises.

(vi) Enjoy abundant resource elements. The local government where the cluster is located has clear and effective measures in terms of industrial development, policy support, and safeguard mechanisms. The cluster has a relatively complete public service system and specialized cluster development promotion organizations. The business environment of the carrying park is favorable, with complete supporting facilities, and the degree of element aggregation within the cluster is high.

(vii) No major or above-level safety production, environmental pollution, serious dishonesty, or other events with significant social impact have occurred in the enterprises within the cluster in the past three years.

Chapter IV Identification Procedures

Article 7 The identification of provincial advanced manufacturing clusters adheres to the principles of voluntary application, openness and transparency, promoting construction through evaluation, and dynamic adjustment. The Provincial Department of Industry and Information Technology organizes the selection and identification process, with specific times and requirements subject to the application notice.

Article 8 Submission of Applications. Industrial cluster development promotion organizations shall submit application materials to the competent industrial and information technology departments of their respective cities (prefectures) in accordance with the requirements of the application notice and be responsible for the authenticity of the application materials. For clusters spanning administrative regions, the leading industrial cluster development promotion organization shall submit the application materials to the competent industrial and information technology department of its respective city (prefecture).

Article 9 Preliminary Review and Recommendation. The competent industrial and information technology departments of cities (prefectures) are responsible for accepting, conducting preliminary reviews, and conducting on-site inspections of cluster applications. They shall recommend clusters that meet the identification criteria to the Provincial Department of Industry and Information Technology in writing. For joint applications, the competent industrial and information technology department of the city (prefecture) accepting the application shall conduct a joint preliminary review with the competent industrial and information technology departments of relevant cities (prefectures) and jointly recommend clusters that meet the identification criteria to the Provincial Department of Industry and Information Technology in writing.

Article 10 Organization of Evaluation. The Provincial Department of Industry and Information Technology shall review the application materials, organize defense presentations and expert evaluations, and, after comprehensive assessment, draw up a list of provincial advanced manufacturing clusters.

Article 11 Public Notice and Identification. After the proposed list has been reviewed and approved by the departmental meeting, it shall be publicly announced on the official website of the Provincial Department of Industry and Information Technology for five working days. If there are no objections (or if objections are raised but verified to meet the criteria), the identification shall be confirmed.

Chapter V Cultivation and Management

Article 12 The Provincial Department of Industry and Information Technology shall, in principle, recommend outstanding provincial advanced manufacturing clusters for the creation of national advanced manufacturing clusters.

Article 13 Industrial cluster development promotion organizations shall bear the primary responsibility for the cultivation and construction of advanced manufacturing clusters. The competent industrial and information technology departments of cities (prefectures) where provincial advanced manufacturing clusters are located shall strengthen organizational support, lead the establishment of a coordination mechanism for work promotion, formulate implementation plans, clarify development goals, key tasks, and safeguard measures. They shall promote the aggregation of relevant resources and elements to the clusters, actively support project applications, platform creation, and policy support for cluster enterprises, and ensure the orderly advancement of construction tasks.

Article 14 The Provincial Department of Industry and Information Technology shall coordinate provincial special funds for industrial and information technology development, special funds for small and medium-sized enterprise development, and other provincial fiscal special funds to support the cultivation and construction of provincial advanced manufacturing clusters, with a focus on supporting the construction of supporting facilities in carrier parks, the construction of public service platforms, the construction of technological innovation carriers, and the construction of enterprise projects within clusters. We will leverage the guiding and leveraging role of provincial industrial funds to drive more social capital to support the construction of clusters. We will coordinate with financial institutions to provide comprehensive financial services to enterprises within the clusters and strengthen the guarantee of capital elements.

Article 15: Provincial advanced manufacturing clusters are subject to dynamic management and are reviewed every three years, with a focus on whether the clusters meet the recognition criteria, whether the implementation plans for fostering and development have been carried out, and whether the development goals have been achieved.

Article 16: The competent departments of industry and information technology in cities (prefectures) where provincial advanced manufacturing clusters are located shall submit the previous year's fostering and construction status of provincial advanced manufacturing clusters to the Provincial Department of Industry and Information Technology before month-end March each year.

Article 17: If a provincial advanced manufacturing cluster fails to participate in the review as required, fails to pass the review, or engages in fraud or violates laws and regulations, its title as a provincial advanced manufacturing cluster will be revoked.

Chapter VI Supplementary Provisions

Article 18: This measure shall be interpreted by the Guizhou Provincial Department of Industry and Information Technology.

Article 19: This measure shall come into force on the date of its promulgation.

Appendix 1

Recommendation Opinions (Template) from the Competent Departments of Industry and Information Technology in Cities (Prefectures)

To the Provincial Department of Industry and Information Technology:

We hereby recommend the ×× cluster in our city (prefecture) to apply for recognition as a provincial advanced manufacturing cluster, and recommend the cluster development promotion organization (×× organization name) as the cluster representative to participate in the selection and recognition process. The reasons for recommendation are as follows:

(Multiple clusters can be recommended simultaneously, with the reasons for each cluster not exceeding 800 words)

After our unit's review, the relevant materials of the cluster and its development promotion organization are authentic and valid.
